Is international SEO just hreflang and translation?

No. Hreflang tells Google which version of your content to serve in which market. Translation makes your content readable in the target language. Neither produces rankings because rankings require topical authority, a competitive link profile, and content that matches local buyer intent. International SEO that stops at hreflang and translation produces a multi-language site that ranks in no new market because it has not competed for any of them.
